Your wisp or any proider could be 50 mz or less but outside thier network they have NO control. We run into this issue as a wisp as well people gaming sayign they NEED lots of bandwidth when in reality gaming uses a little more if not less then a typical dialup connection. Like you said its the latency that kills it. We run 40-50 out to the net but some game servers we hit at over 100ms which is not our issue and we have NO control over.
It could be the pipe serving the hosted server, it could be anythign in between so you cant go blaming your ISP who no matter who it is unless you can say without a doubt that the spike in pings is inside thier network..
