your right most of the time the contractors have so much work there rushing to get done. if people were paid correctly and given time to do the job right then accidents like this wouldnt happen. you still get careless people regardless though.
Rushed for time or not, I'd think the first thing they'd teach you in training is not to drill into a power line (or water or sewer line). --
