 DSL Speed

I'm at the highest DSL pkg in my area 1.5Mb. I just ran a speed test at speedtest.net. Actually I ran three and the highest came back at .98 down and .017 up. I have a Westell Model 327W (brand new) and have filters on all lines. I also have a VOIP phone hooked into my router. The majority of time customers cannot say I'm breaking up. I was assured that the 1.5 DSL could support VOIP. I've also set up port forwarding to my office port. Any suggestions on how to increase the speed?
