Did Comcast recently give new speed upgrades?

I just got a magazine called Mac World and they list some high speed ISP's and the speed tiers they offer and for Comcast, they list the following:

download/upload
15/3 $43/month
20/4 $53/month
30/5 $63/month

Unless those are the powerboost speeds. But I thought the powerboost speed for the 12mbps tier was up to double the advertised speed.

FiOS has 20/20
Surewest has 10/10 20/20/ and 50/50.
Paxio has all the way to gigabit/gigabit.

Better get used to it, it is a technical limitation of DOCSIS A choice made long ago, to have an unbalanced frequency distribution, favoring download over upload because that is the way MOST end user connections use it.
even GPON fiber has a 2:1 ratio BY DESIGN.

DOCSIS 3 offers a better?/more balanced ratio of 4:3. (this becomes approx. 3:1 in a fully bonded 8 down/4up system, something nobody has (or needs) yet)

Offering balanced bandwidth to resdential users is doublely wasteful, first because you must profitable sell/use the remaining download capacity (or charge the same for a 10/10 link that you charge for a 50/10 connection) and secondly because few will use an equal downstream/upstream ratio UNLESS they are running servers (against the TOS for MOST residential services)

LOL.... you got a 3.4/5 because thats what comcast internet service is rated threw speedtest.net. It has nothing to do with your speedtest, and its results.
