Internet and Telephony Service

An office I represent currently is planning on acquiring Internet service and telephony services from a different vendor or vendors.

Currently the same vendor is used for Internet service and telephony services and provides both services through fractional T1 data line.

Is a T1 or T3 line necessary without using Voice over IP?

What services must be acquired to have phone systems and Internet service functioning?

The office may have like seven to eight (7-8) phone lines used concurrently. The ability to conference call is required.
