Sorry about the lack of clarity. My question was is it normal for the line attenuation values to be so drastically different for upstream (6) and downstream (18) channels? Eg. could it indicated a failing modem or a bad line card?

This is pretty recent as the upstream improved. It used to be in in the 16's.

As far as I've seen there is no correlation between the two values.

If anything, you should consider yourself extremely lucky as anything 20dB and below is outstanding according to the chart posted above.
