Typically in a cable modem system there are multiple frequencies that you could connect on from your home to the cable system. It could be one of those frequencies is less taxed then the other and therefore provides better throughput. But what would really help is a tracert when you're getting good and/or poor speeds so there might be some visibility into where the slowdown is occurring between you and whatever you tracert to.

Usually its anywhere between 2-6 mbps. Sometimes I can reset it and get 19, but its getting more and more rare. Im running Windows Vista Home Premium and not currently behind a router. I thought my router may have been the problem, but its still doing the same thing.
