Well everything looks OK.

Can you right-click the drive in My Computer > Properties.

Under "Properties" is there a "Recording" tab, and if so, under the "Recording" tab is "Enable CD recording on this drive" selected?

That is where the recording tab should be, rather than in the drive properties in the Device Manager, so the problem may be elsewhere than with the drive itself.

Can you check that DMA transfer is enabled for the drive?:

Also, what computer do you have (make/model) and has the appearance of your problem coincided with any other change to the system such as installing chipset drivers such as NVIDIA nForce drivers or Intel Matrix Storage Manager drivers.

yes, the DMA transfer is selected and enabled.
This laptop is HCL P28 PDC.
(Core 2 Duo T2330, and 2GB RAM,160 GB hard drive)

No other system changes or hardware changes have been made actually.

Can you try another user account with administrator privileges (create one if necessary) and see if the problem still occurs?

Hi auggy, an update. In short, it turns out that i had a nasty rootkit infection that was causing all this trouble.
The rootkit is now dead, and my cd dvd writer writes dvd's with Nero as before.

EGADS! And how did you learn about it as rootkits hide so effectively?

I'm glad you discovered it and got rid of it!!! (And that now you can burn).

Whew! I'm glad that wasn't me!! DaChew was an excellent helper. That is a really nasty infection.

You mentioned the AVG rootkit scanner isn't available now. Avira has one of the best. It comes as part of Avira antivirus but it also can be downloaded as a standalone scanner.
