Upgraded to 16megs but download speed is horrible

i upgraded to 16meg and it is slower than my 6meg. on the 6mpbs plan i get around 500kb download the ftp site that i see posted in the tweak forums for people to test their speeds. Now! with 16 mpbs i can hardly to 200kbs!!!!!!
