Sounds like a damaged fiber line someplace in this case or an overloaded router (in which case you should see slower speeds as well on your service). If you have a contact with one of the Frontier techs for your CO, let them know that you are still seeing issues. The techs (three for my area really) at my CO are typically on top of these things and can get them fixed within a few days if it's nothing huge.
