smtp;421 RP-001 returned email received by Verizon customer

Hi

I sent an email to my friend who uses q.com email on Wed. night. Early this morning, I received a returned email notice from Verizon who I use. I don't quite understand the notice or know how to go about getting this email problem fixed. I don't know if there is a problem with my ip or with Verizon and Windows Live Hotmail which I know q.com uses.

smtp;421 RP-001 The mail server IP connecting to Windows Live Hotmail server has exceeded the rate limit allowed. Reason for rate limitation is related to IP/domain reputation problems. If you are not an email/network admin please contact your E-mail/Inter

That is the message that was sent back to me by postmaster@verizon.net. I know that they tried to deliver the email 9 times from Wed. night until Thurs. night I think. I don't know how to go about trying to get this fixed. I sent him emails on Thurs also and today, but i don't know if they were received. Thanks. I've posted both here and in the verizon forum since I am a verizon customer, but the recipient of the email is q.com customer. Thanks in advance.

Sounds like your IP might be blacklisted. Check here and if you are blacklisted, follow the links to see if they will allow you to take yourself off the blacklist.

Hi

Does q.com block email if it isn't sent using port 587, I think that is the new email port number for outbound? If I switch to the new port number then, Norton's antivirus doesn't scan the emails and they won't go out....

Hi I'm in the opposite boat. I have a Q.com email address & trying to email my parents who have a verizon.net email address.

About 12 hours later, I got this back in a email..

"This is an automatically generated Delivery Status Notification.THIS IS A WARNING MESSAGE ONLY.
YOU DO NOT NEED TO RESEND YOUR MESSAGE.
Delivery to the following recipients has been delayed."

Just for a laugh, I checked the "am I blacklisted" list that was posted in this thread, & the only site its listed is thru spamhaus, but I'm thinking thats not the cause of this problem.

I'm on that spamhaus list also. According to the 3 way convo between Verizon and Qwest supervisor, I am not being blocked nor is Verizon. Have you called up Qwest to ask if there is a problem between q.com and windows live hotmail? According to that supervisor there is a problem. He couldn't give me any more information because i am not a Qwest customer and the Qwest customer has to call them. I have no other way to tell my friend to call Qwest about the problem. He's in Arizona. Did that warning message come from Verizon or was there a problem with qwest being able to deliver it? Can you please call Qwest and see if there are any problems between Qwest and Verizon or emails between q.com and windows live hotmail? Thank you

Ok it appears that you have already visited Qwest's forum, so I sent out a Tweet to their Tweeter page (TalkToQwest), but I won't hear anything back until probably the morning sometime, also I'm not exactly sure If I did the Tweet right anyways since I have never used the service.

I remoted into my parents machine & ran some tests. Here they are..

From Me to them (New email) - Nothing
From Them to Me (New email) - Got the email

From Me to Them (replying to the msg, I got from them) They got the email.

However I did try one more time to send them something, which they did immediatley get it, but when I fowarded a message I sent yesterday, it didn't go thru right away.

I got an email from my friend last night and he used his q.com address. I replied back to that email, but I don't know if he got it. It was kind of late, so maybe he was off the computer for the night. I've been asking in every email I have sent if he has received them. The email I got last night was just a picture and he didn't type out any messages. No mention if he got my emails to his q.com address and no answer to my questions either. It was just like an email he would have sent any way. So I still don't know if he's receiving my emails. All I do know is that he was able to get into his account last night and send that email to 4 people. I haven't gotten any more bounce messages, but I saw that they don't send them out every day either. He's got a live.com also which is connected to windows live come also. I got a couple of emails from his live.com address also and he got the replies when I replied to his emails, but again, I don't know if he got them if I sent the email first...

I saw my friend last night again in GSA chat room and he said he got my emails double since I sent some using both his q.com and live.com addresses. I know he got my emails from Monday and Tuesday since he responded back to my Tues. late afternoon email while we were still in the chatroom before he left for the night.I haven't gotten back any more bounce back notices either, so I think it may be fixed at least so far. I haven't sent any email yet today. Your notice is different from the ones I had received, at least the wording of it. In my first email yesterday, I had asked him to put me on Qwest Whitelist. When I had seen him, he hadn't read my emails yet from Tuesday, but then I mentioned I had asked him for some help in my 2nd email, so I guess he read that one before he left and I got his answer. The request about the whitelist was in the first email I had sent that day.
At least your notice says there was a problem connecting to their mail server. That follows along the line of the posts I have seen in the qwest forum saying it's been a sporadic problem and they are working on it. With Windows 7 on it's way shortly and with no more OE, they probably are going to have to change the way they handle emails too which might be causing these problems too.

If Qwest is blocking an end user's IP address, how is an end user supposed to send email? Assuming that the OP is sending his email through Verizon SMTP message submission servers, as he should be doing, blocking his IP address is a major mistake.
