Which P645 Modem? There is a Bridge only Modem version and there is a UHP version has a PPPoE client embedded in the Firmware. The reason I ask is the steps to get your actual Sync Rate data are different depending on the Model name you read off the bottom label.
With a normal 1.5 Mbps line you should see downloads in the 1100 Kbps to 1275 Kbps range.
