In some versions of the 327w firmware, the E1 port can be switched to a WAN port, disabling the DSL modem functionality. See this FAQ »Westell Equipment Forum FAQ »Guide to Using 327w as a router for Comcast for details.
There's a question here about what you mean by "the PC's are off." For many recent PCs, when you shutdown the ethernet card remains active. You have to pull the power plug to really turn everything off. The E1 line should go off if you unplug the ethernet cable from that port, at least assuming the modem is in normal DSL modem mode.
