Failed ramp-up

My speed have slowed down for about a few weeks now, I thought that restarting the modem would solve the problem but the slow down still persist. My speed went from 3mbps to less than 1mbps. My internet connections sometimes disconnects so the ramp-up cannot be finished.

1) Which AT&T DSL Package do you have –
Pro (3.0Mbps down)

2) Which modem brand and model do you have? (if Speedstream 5100, does it have 4 or 5 lights)
5100, 5 lights

3) Are you using a router? If so, provide the brand and model.
Yes, Belkin - Wireless G Router : F5D7230-4

4) Is your PPPoE login info (username & password) entered in the modem, in your router or do you use PPPoE software?
Login information is entered on the modem.

5) Describe the lights on the modem when the trouble occurs.
All five lights are stable.

6) Confirm that you’ve checked to ensure that ALL devices plugged into the wall jacks serviced by your DSL phone number (except the DSL modem) have filters fitted.
All plugged correctly.

7) Confirm that you’ve powered off the modem and started it again and whether or not that made any changes with your problem.
Restarting or turning off and on the modem does not seem to solve the problem.

8) Do you hear any type of noise on the DSL phone line or any other unusual telephone symptoms?
No noise what so ever.

9) Provide line stats as follows…

Have you run any malware checks? Run a 'netstat' from a command prompt to look at what connections are being made from/to your computer?

I just re-run the test and I am getting a 1.5mbps at maximum.

Your synch is right for Pro: 3008 kb/s and 512 kb/s, so this isn't a failed ramp up.

I just asked about malware checks because your posted speed result test was way off from Express levels.

If your speed tests are consistently at Express speeds; ~1100 kb/s down and ~300 kb/s up, you could have a misconfigured profile at the aggregation router (it is correct at the DSLAM, or you wouldn't show Pro synch rates). Assuming your malware checks show your computer is clean, I'd post the problem in AT&T Direct. I am not sure what the technical term is for an incorrect profile at the aggregation router; but that looks like it could be the issue.

Oh I see, but the thing is that I just installed a fresh copy of Windows XP and have checked for malware using Malwarebytes and it showed that it is clean.

And here is the new result
