All the tech did at my house was change splitter and
add some type of filters on it because he said the t.v. downstairs was getting feedback. Just based on the light activitiy, the problem is your cable signal. Your modem only shows 2 out of about 6 of the needed cable signal stats. The TWC techs should be able to get better stats than your modem shows just looking up your MAC address. They really need to look at the Downstream SNR, Downstream pre/post BER, Upstream SNR, and Upstream pre/post BER to qualifiy your signals as good or bad.
