A couple weeks is nothing. While not familiar with the USPS process I suspect that this isn't a case of missing paperwork and is a case of customs not believing the paperwork is accurate.
I would contact the shipper and see what they say. You might not get anywhere but you aren't getting anywhere right now either. Your only other option right now is to wait.
