Yeah this is something legit. They will disconnect you at the tap if you don't call them and get them to come out and fix the issue. FCC requires them to constantly monitor their plant for this leakage and fix it within a given period of time or they can be fined.

Most people don't directly hookup their cable directly to their TV. They could be going through splitters, VCRs, etc.. Common hookup is "Cable -> VCR -> TV".
A cable could possibly leak if there's an uncapped cable input/output. Or maybe bad shielding.

It's called RF interference. He has signal leaking out from his house. WOW wants to come in to see where it's at and fix it. Otherwise, they'll just disconnect him. The FCC demands that the cable companies do random checks for leaks.

The cable system uses frequencies reserved by the FCC for other services, Aircraft, Amateur Radio, etc. It can do this because it's supposed to be a closed system and not radiate. Nothing is perfect and it does radiate a little but apparently your house is radiating a bit too much so they want to fix it.

It's pretty clear isn't it?

Most likely an old tv or vcr is the problem.

I recieved this letter from WOW and was wondering if anyone knows what this could be about.
