Yeah this is something legit. They will disconnect you at the tap if you don't call them and get them to come out and fix the issue. FCC requires them to constantly monitor their plant for this leakage and fix it within a given period of time or they can be fined.

Most people don't directly hookup their cable directly to their TV. They could be going through splitters, VCRs, etc.. Common hookup is "Cable -> VCR -> TV".
A cable could possibly leak if there's an uncapped cable input/output. Or maybe bad shielding.

It's called RF interference. He has signal leaking out from his house. WOW wants to come in to see where it's at and fix it. Otherwise, they'll just disconnect him. The FCC demands that the cable companies do random checks for leaks.

The cable system uses frequencies reserved by the FCC for other services, Aircraft, Amateur Radio, etc. It can do this because it's supposed to be a closed system and not radiate. Nothing is perfect and it does radiate a little but apparently your house is radiating a bit too much so they want to fix it.

It's pretty clear isn't it?

Most likely an old tv or vcr is the problem.

Signal Leakage?

I recieved this letter from WOW and was wondering if anyone knows what this could be about.

Our service records indicate that in the course of performing preventive maintenance, our technicians recorded abnormal signal leakage coming from your premises. This problem has the potential to affect the quality of your service as well as your neighbor's service.
According to the Federal Communications Commission Regulation Rules, Part 76, Article 617, Section A and B, WOW! Internet, Cable and Phone is required to correct the abnormal condition since it may interfere with aeronautical or other frequencies.
In order to fix the problem we will need to gain access into your premises so we can locate & repair the problem. Repairs are usually completed in a brief periods of time. There will be no charge to you for this repair and we apologize for any inconvenience this may cause you.
In order to correct this problem please contact one of our Broadband Consultants at (866) 4WOW-NOW (866-496-9669) to schedule an appointment that is convenient for you. To best serve you please refer the Work Order #xxxxxx to the Broadband Consultant. We would like to avoid interruption of your service so please contact us immediately. Failure to respond to this letter by 06-23-2009 will result in the interruption of your service until necessary repairs are made.
