It seems to only occur late during primetime. In the early am throughout the afternoon, full speeds.

It just seems as if the same amount of bandwidth lost is about the same as a typical VOD program. If you are experiencing a prolonged, but stable, decrease in download performance, I wonder if something could be misconfigured at the OLT/splitter? It's even more suspect, to me anyway, since you don't have TV service.

Perhaps this can be ruled out without having a tech come out? I'm just throwing something out there. I'm probably way off the mark, but your problem is weird enough to warrant odd ideas.

Interesting.. So if someone with Fios is watching a Vod, their download speed will decrease similar to what i'm getting?

No, unless you have 50/20 tier, then I read that it does pull directly from your available bandwidth.

Verizon definitely does some back end stuff with the bandwidth and VOD, and maybe they have their wires crossed, in a manner of speaking?

this may sound like a dumb suggestion....

but back last year when i was a phone tech/floorwalker (supervisor) for Verizon at the new contract center here in WV, we'd occasionally get customers that would have these issues and after going through the 'standard' bevy of troubleshooting steps, we'd escalate to an NT internally and they'd rebuild the circuit for us just to rule out a bug in the circuit (and this fixed the issue 99% of the time, as it usually just was a wierd glitch/bug).

Have you tried asking tech support to contact an NT for a circuit rebuild? It takes the NT like, 2-5 minutes to do it once he/she has confirmed all other possible steps have been taken.
