If you want a website that only allows registered users (taht you approve) to view/upload photos, you should look at something like

gallery »gallery.menalto.com/
coppermine »coppermine-gallery.net/

Those would accomplish what you want, I think.
Thank you ViviTheMage not nec "registered users" but where friends relatives could be give the web site & password to look at pict,words, music,ect
