because they're still sent as SMS messages. On all the IM clients for T-Mobile, at least, they use an IM-to-SMS gateway. You're not limited to 160char, but you get charged for each message as if they were SMS messages.
The exception to this are the googlechat client on the TMO G1 which uses the data connection for IM, and 3rd party Android and J2ME apps which also use data.
