[Cable] Please help with TWC RR Turbo service

I recently moved into an apartment in Cleveland, OH and signed up for the triple bundle and which gave me standard RR service with turbo for free for one year. So in theory I should be recieving close to 15Mbps down(22Mbps burst yeah right )

Here's the info!

My fastest which is strange because I have never went over 8K at any of the flash based speed tests in fact I got about 4 in the 4-5K range and like 2 above 6K. And the fastest download I've gotten has been around 850k per sec. So i figure thats pretty misleading. Although I haven't downloaded much since I've moved in with unpacking etc. Just redownloaded some steam apps.

What causes such huge variance?

I ran the tweak test and set my RWIN to 375k which is the high end of what it suggested so I know it cant be too low. But thats pretty much all I know to do.

Download DrTcp

Set Tcp Receive Window to 192720

Set Selective Acks, Path MTU Discovery, Black Hole Detection to Default.

Leave Max Duplicate Acks and TTL Blank

Save/Exit DrTcp

Reboot

Rerun the Tweak Test

Run Two Speed Tests from the two DIFFERENT cities nearest to you that are listed here: Speakeasy POPs

Also, test here »ftp://ftp1.optonline.net/test512

Note your transfer rate after about 30 seconds. Then cancel the download.

Post the URL for the New Tweak Test. For the TWO Speakeasy Tests, Copy and Paste the speed results from those tests and note the speed from the FTP download test.

• Apartment complexes are usually a real pain to deal with.

• Did they install a direct line to your apartment; or did they tap into an existing line that feeds several apartments?

• In your apartment how many splitters are being used to feed your TV's?

• Can you access the pages in your MODEM to see your signals?

Umm the cable guy came out and cut a length of cable for the cable outlet thing and thats it. I just have one TV.

How would you do that?

I've noticed somethign else wierd with this internet service(previously I had Verizon DSL where I lived) when I am browsing forums I have to manually hit refresh when viewing new posts even though Ill go back and click on them after a post has been made. Like I posted and I went back to forum page then I clicked link and I have to manually refresh its a reallll bother when you frequent diff forums.

• Speed tests will drive you insane. Run the same test 10 times in a row and you will get 10 different results. Which one is right?

• You are dealing with Internet traffic, the route taken, the load on the sever, etc ...

• There are splitters somewhere to the main junction box for the apartment. Your connection is split somewhere (Most likely in your apartment) for the MODEM and TV. It is in the wall.

• Can you get your signals from the MODEM?

Yes they are I just ran the tests over again at all different locations and consistently got over 15Mbps..

Yeah my computer and Tv are in the same room connected to the same outlet does that make a diff? I also have digital phone idk if that matters.

how do you get signals from the modem sorry im confused

Yeah I've tried that opti download a few times and have never broken 700 thats like 40% of my advertised internet speed.

The modem is from RR so they must have changed the default user and pass but anyways I can see 5 Tabs:

• Signals are fine.

• What I am seeing is

Bit Rate
42884296 bits/sec


If that is what the MODEM is syncing at, that is bad if that is correct. .

• Look at that stat ever hour or so and let's see if it jumps around.

• This is no longer a Tweaking issue, you have other issues. So, les start the the monitoring first.

Its the same right now just looked and I'm going to be on the computer for awhile so I'll keep a log of it every 15 minutes and see what happens. Just a question but what is the issue that is usually associated with the sync rate?

The sync rate is what the MODEM's speed is. This might be the issue with widely speeds.

I pulled the plug for about 5 minutes and I'm guessing thats something set by the cable company for it to remain constant?

I'm guessing it should be more in the 15000000 range right?

If that stat is really the download sync rate, yes, it is a function of the provider or an oversold node.

This also assumes that your MODEM, router, and the coax to the block has no issues.

If you want, pull the router and connect directly to th PC. Reboot the MODEM and the PC. See what that does.

When you put the router back in, reboot the router, MODEM and the PC.

Bleh chatted with tech support and he told me I was signed up with standard and I ran a couple speed tests and mysteriously it never went above 8Mbps. So I called billing and they said I had standard too and I told them about promotion yada yada and they switched it to Turbo *supposedly* But I still get wide ranges of speed tests on the speakeasy servers like 8Mbps to 16 Mbps on some of them lol. After the switch my upload has almost doubled but still no improvement on actual download with that file you posted. Sigh this is frustrating hah. Think I'm going to recontact tech support since I got it switched on the actual billing that I am indeed on turbo.

Update: Well I chatted a long time with the online tech support and it was the usual delete cookies, etc and my speedtest went down to an all time low of 4200Kbps(again suppose to have 15000Kbps) so I figure it has to have somethign to do with the bit rate because it has remained unchanged. Is Wireshark good for anything testing wise?

Well this morning I download a game installation file from gamershell.com and got a consistent 1.80 MB/sec(My supposed cap) and bursts up to 2.30 MB/sec(Powerboost I suppose). So I'm beginning to think it might just be like an oversold network or something... err maybe?
I will watch it tonight to see how much it slows down though. And I really appreciate all your help Irish up to this point!
If it doesnt drop much below 1.6 MB/s I'll be a happy camper thats around 90% of my cap so id love that
But since I got my max download cap and a over it I'd say its tweaked pretty well.
