Try this: take the jumper out (separates your inside wiring) and plug an old wired phone that you know is good into the jack on the box on the back of your house if you have one and see if it is bad there. If it is... it is their problem not yours.

I don't know how RCN does it in Lehigh, but here in very highrise Manhattan, they just *can't* have hum in their equipment. It's all fiber to a cage in the basement.

OTOH, partially grounding one side of the metallic pair *inside* your premises can sure do it. Hum is one of the classic symptoms of that. All it takes is a pinhole insulation break and some leakage to a wet timber or beam.

If you have copper to the street, could be there, too. I presume RCN cops to responsibility for that.
