OTOH, partially grounding one side of the metallic pair *inside* your premises can sure do it. Hum is one of the classic symptoms of that. All it takes is a pinhole insulation break and some leakage to a wet timber or beam.
If you have copper to the street, could be there, too. I presume RCN cops to responsibility for that. |
