Their Web page makes it clear that if you have a static IP you will not get full performance, if you do not want the service at a lower performance no one forced you to get it. (read below for what the web site now says and a different viewpoint based on that)

They have many users who do not have a static IP, and it would be ridiculous to say they should not allow these users to get the service since there is not a router available for those with a static IP. They are testing routers which supply the full service. See

Should they *not* allow those who have a static IP to have the choice to get Ultra with the lower level of service, of course not, they should have the choice. Should they offer a lower price, that is a choice CV has the right to make since they have informed those users of the lowered performance and they have the right to charge what they want for the service and if you don't like the charge for the service to be provided, you have the right to not get the service.

Interestingly enough I believe their web page has changed and now says

said by OOL Site :

"Due to configuration of available equipment, Static IP customers will not experience speeds over 100 Mbps."
So if you are only getting 60mbps you would have a complaint based on that language and who knows they may have a new router.
