I have Verizon DSL 3 mbps/768 kbps service. Recently, after noticing a significant decrease in performance, I ran some speed tests and found that I was only getting 300-400 kbps down (sometimes dipping to nearly 100 kbps) and 130 kbps up. Historically, I was getting about 1.5 mbps down. I'm not sure about the typical upload speed, but I'm sure it was better than 130kbps.
After some troubleshooting, I tried replacing my old Westell Windspeed 2100 with a Westell 6100, and my download speed returned to the normal 1.5 mbps, but my upload is still 130 kbps. It has been very consistent throughout testing with both modems, always testing between 128 and 134 kbps up, regardless of whether I was getting 100 kbps or 1.5 mbps down.
I have tried two different Netgear routers (a WGT624 v3 and a WGT624 v2) with no change, so I think I can rule out both the modem and the router. It is also consistent between my PC and my laptop (wireless).
I'm wondering if Verizon might have my service incorrectly limited to 128 up. Anyone have any thoughts? |

1 edit | With 3000/768 DSL you should be seen speed test results of about 2800/700 kbps to nearby test servers.
First step it to check modem stats to see of it is able to sync at correct speed. Verizon sets sync rate higher then advertised to compensate for overhead. Sync rate for your plan should be 3360/860. Download and upload margin should be 10 dB or better. Between 10 and 6 dB modem is vulnerable to interference. Below 6 is will not be able to maintain synchronization.
If you are not sure how to interpret stats post them here.
Hopefully when running performance test you are using wired Ethernet to eliminate issues with WiFi. Also be sure none of the other PCs on your LAN or the test PC is running applications that access the Internet during the speed test.

I assume the "DSL speed" here is the sync rate you are referring to. If that's the case , it appears not to be syncing at the correct speed. What are the possible causes, based on the other stats? |

| After staying up late last night reading other posts and looking at the stats others have posted, it seems that my margin and attenuation stats really aren't bad, and that I should be able to achieve much better sync speeds and throughput than what I have been getting.
That just leads me back to my original thought, which is that Verizon has my account provisioned incorrectly. Should I call Verizon at this point, or is there further troubleshooting I can do myself? |

I'd have to say you're provisioned entirely incorrectly if you're only getting 1.5 down also?
How many things do you have running in the background? Who are you using for your DNS servers? Done the usual spyware scans?
Your stats are technically slightly better than mine and I can get the FULL 7.1/768 speeds I'm paying for.
Verizon actually gives the 768 upload on that plan?

The 1.5 provision carries a 448kbps upload, not 864. |

I SHOULD BE provisioned for 3000/768. I've checked my Verizon account to make sure that's what I'm being billed for. Based on my sync speeds, it looks like I'm provisioned for something closer to 1500/128, which is almost exactly the throughput I'm seeing on multiple speed test sites.
My machine is clean of virus/spyware, and I'm running my tests clean as well. DNS settings are being assigned by Verizon via DHCP, and shouldn't have an effect on my sync speeds regardless. The results have been consistent over time and on multiple computers. |

| As you have already figure out looks like you are provisioned incorrectly at 1500/128 rather then 3000/768 (sync 3360/864). I seem to remember 1500/128 was a marketed speed years ago.
Given your margin and attenuation numbers ought to qualify for 3000/768. If for any reason you do not should at least be configured for 1500/384 (sync 1792/448) as JohnA posted. Keep in mind Verizon markets up to 3000/768. If line does not support it will be configured for 1500/384. There is no difference in price.
Next step is to call Verizon and get speed corrected.

No more technical questions, just a report on Verizon "service". Today has been interesting. I have the day off and so decided to call Verizon about the incorrect provisioning. After 30+ minutes and talking to four separate people (who were all very nice if not entirely competent), I was told that they would correct the provisioning and that the change would be effective within a couple hours. In this, they were correct. I checked two hours later, and the provision had been changed to 1000/384!! 
After another 30+ minutes and two more people on the second call, I found out that in addition to getting 1000/384 instead of 3000/768, the rep who ordered the change from the first call also cancelled my "Triple Freedom" bundle, which essentially scheduled my home phone service and DirecTV to be terminated. Awesome customer service! Anyway, I have once again been assured that all is being corrected, and that I should have my 3000/768 service sometime today or tomorrow. We shall see.
On a side note, the first person I spoke to this morning looked at my line and said that it should support 3 Mb service with no problem, and in fact should be able to support 7MB service, which I found interesting, because Verizon doesn't offer 7 Mb service in this area. Oh well, maybe sometime soon. |

Good news! My DSL service is now provisioned correctly, and I'm averaging about 2900/700 actual throughput according to the Speakeasy speed test. So far, my phone and DirecTV are still working, too.
