President Barack Obama announced Thursday that he plans to nominate Meredith Attwell Baker, a former Commerce Department official, to fill the open Republican slot on the Federal Communications Commission.
Most recently Baker led the Commerce Department's National Telecommunications and Information Administration, or NTIA. This is the agency within the Commerce Department that was responsible for distributing the $40 coupons to consumers to convert their older analog TVs to receive digital TV signals.

Meredith Attwell Baker, in a speech in Washington last fall, made clear her belief in minimal regulation of broadcasting.
Given the "robust and diverse media marketplace, government would do best to tread lightly," the then-head of the National Telecommunications and Information Administration told a Media Institute audience. | Why are there even Republican "slots" on the FCC board? Every decision they ever make is in favor of big businesses and corporations at the expense of the consumer. Furthermore the Democrats control the government. I don't understand the need for anti-consumer Republican office holders at the FCC. |

The law that created the FCC mandated that their be at least 2 members of the 5 member commission from the minority party(the party not controlling the White House).

The FCC, probably has more impact on companies it regulates then any other agency since it controls frequency allocations. One should not be surprised affected companies want to effect FCC policy.
All agencies have potential problems with "regulatory capture" - too much weight given industry concerns and not enough from general citizens. There is also an old boy network problem. Where are you going to find knowledgeable people unless you tap insiders?
That is why grass root citizen special interest groups are so important - to put pressure on policy makers to act in the public interest. If the only voice they hear is corporate then is it a surprise regulations are business friendly at the expense of the public good?
