The FCC, probably has more impact on companies it regulates then any other agency since it controls frequency allocations. One should not be surprised affected companies want to effect FCC policy.
All agencies have potential problems with "regulatory capture" - too much weight given industry concerns and not enough from general citizens. There is also an old boy network problem. Where are you going to find knowledgeable people unless you tap insiders?
That is why grass root citizen special interest groups are so important - to put pressure on policy makers to act in the public interest. If the only voice they hear is corporate then is it a surprise regulations are business friendly at the expense of the public good?
