That means the volume on the remote is set to control the cable box rather than the TV, what type of remote do you have?
If you have the Atlas remote from Universal Electronics try this:
1. Press and Hold in the SETUP key until the RED flashes twice and then release the SETUP key 2. Enter in 9-9-3 3. Press and release the Device key from which you want volume controlled. (i.e. TV)
