Re: [speed/latency] Very slow upload speed As you have already figure out looks like you are provisioned incorrectly at 1500/128 rather then 3000/768 (sync 3360/864). I seem to remember 1500/128 was a marketed speed years ago.
Given your margin and attenuation numbers ought to qualify for 3000/768. If for any reason you do not should at least be configured for 1500/384 (sync 1792/448) as JohnA  posted. Keep in mind Verizon markets up to 3000/768. If line does not support it will be configured for 1500/384. There is no difference in price.
Next step is to call Verizon and get speed corrected.
