i like this line....delivery of content without permission of the end user...

have you ever read the EUA. it pretty much dictates they can do whatever they want...but don't have to use rogers services if you don't agree.

That's unfortunately the case ... but this is the same mechanism being used to deliver the bandwidth warnings.
