Here is a Qwest speed test. Try it a few times. What are the results. Also, do you know what your stats from your modem are.
traceroute will not really show anything to do with speed. Just bad routing.
About typical of results from sites like Speakeasy and Speedtest.net:



Connected at 736/736kbs on the modem configuration page at the time of the Qwest speed check.

There's your problem- you're trained well below the 1.5M you're provisioned for. If you've checked your end in terms of wiring, filters, etc, then you'll need to call Qwest. They may need to send out a tech to check out the line between the DSLAM and your house.
