I can only get WLIW Clear QAM here in the Morris System, otherwise regular WLIW 21 isn't mapped to the digital cable lineup. Of course WLIW Create and WLIW World are on every lineup.
What's odd is that WLIW21 is a WNET.ORG station..the parent company of Thirteen. Unless they don't consider it a high priority..they seem to get plenty of money donated to them in some form or another.
