Need help finding a WISP, fixed or mobile broadband! (NW PA)

For ages (as in 7 to 8 years), I've been stuck on a dial up connection. I've been lurking around here for a while, trying to find a good solution to it. There is no way I'm going to satelite. I'm looking for preferably an unlimited connection, but I haven't found any to work with, really. A 10 GB cap I suppose would be DECENT, but 5 GB is completely unacceptable. Money, I can pay up to $300 a month, but I would prefer something lower. I have looked at Accel Networks which looks like a good solution, but I cannot find a way to purchase them. Also, if anyone has more information on them, it would be appreciated Also, I looked at Millenicom but the whole "unlimited but limited" thing confuses me. A lot. Looked for WISPs that cover where I live, but I'm not sure that any do. If it helps, my zip code is 16441 (Waterford, Pennsylvania). Any help that could be provided would be GREATLY appreciated!
