Would it be more simple or more difficult to permit a member to vote again but have the system accept only the most recent vote--as a form of 'edit' (for those rare occasions when one changes one's mind )? |

Depending on the method used now, it could be either really easy or somewhat involved to add such a feature... but, that's the fun of programming--adding useful features (not that I'm saying such a feature would be all that useful, beyond giving some coder something potentially fun to do ). |
