 | I rebooted into safe mode, but was unable to install or uninstall anything because the Windows Installer wasn't running. Did I miss something? Should I try safe mode with networking? |

 | I would think the Windows Installer would be running in Safe Mode. But check your Services and start the Windows Installer if it is not started. The retry.
Start > Run > services.msc |

However I was under the impression that you could not modify the permissions on the following registry key using regedit:
HKEY_LOCAL_MACHINE\Software\Class\Interface\(46B89F5A-769D-4792-AD9A-E3755915CB3}\TypeLib
Do you get an "access denied" error trying to modify the permissions at that key?
If so, does the same error occur in Safe Mode? |

I just tried to start the Windows Installer Service in Safe Mode and got a 1084 error. Also tried to uninstall Adobe Reader 9.1 and couldn't because Windows Installer wasn't running. |

Edit: I just rebooted and cofirmed that Windows Installer is always disabled in Safe Mode. |

| Before opening regedit.exe, can you right-click regedit.exe and select "Run as administrator".
Also, to rule out a problem with your user account, can you try another user account with administrator privileges (create one if necessary) and see if the same problems exist. |
