I agree Verizon wanted to divest itself of rural states.

I'm not aware of any unethical pressure being brought to bear on the various PUCs nor that they wanted to deliberately sink FairPoint.

Why would they? If FairPoint goes under it will only make it harder for Verizon to sell off other assets.
