PunkBuster is fail. Just uninstall that and call it a day. Never used it on any of my games, even those that require it for 90% of the servers. Does more harm to the gaming experience than it does stop hackers half of the time from what I've seen with other PC gamers who I know that play Call of Duty 4 online and such on their PC.

Otherwise the problem seems to be laying in the Socal Core Network, which is where a lot of packet loss is showing up. It could also be a problem with the local node in your area, as well as the peering points to other ISPs.

It wouldn't hurt to at least let them know. If you can, see if you can show the cable company representative the line quality test. That'll help out with getting things done at the very minimum, even if it doesn't show much. That's what I did with Frontier when their DSL service was having issues back in the winter with a lack of bandwidth in the CO. When the tech was remoted into my PC, I loaded up a line quality test that I had taken a few minutes before I began the call for them to look at, and they took a look at the entire thing and saw where the problem was, and wrote up a ticket with a reference to the line quality test, that is of course after having me run a speed test, describe the problem to them and logging into my modem to look at my line stats.
