Well, the only reason Vonage would send the call to your alternate number is if it can't see your ATA. That would mean that the SIP registration packets are being dropped.

What kind of router/firewall do you have? Can you log the traffic in and out, or hang a PC running WireShark via a hub (not switch) between your modem and router 1? I suspect that the incoming Vonage registration packets are getting rejected for some reason.

Maybe Vonage could reduce the registration time? IIRC when I used them they'd send registration packets about 2-3 times per minute.
