So today i got an answer. I am unable to get phone service because it would be cost prohibitive to hook me up. And the fact that they wired up the first half of the development and have not made any money is the main reason why i get no phone service.
Did not embarq recieve moneis from the FCC for rural expansion specifically for these kinds of things. It is amazing that in this day and age one can not get BASIC PHONE SERVICE. i could not even get the cost to do this from them ( It is to expensive we are very sorry ). Less than 3 miles from where i know the cable comes into the development and i am out of luck . Incrediable

I'm afraid your options are going to be cell phone for phone service and either a datacard or satellite for internet. You could look into the radio relay type system for basic service -

I'd imagine you have already contacted the cable company and got basically the same answer - too expensive to hook you up - so internet will be wireless or satellite - and same for TV - DBS or OTA antenna.

I'm half surprised that you got on the grid electric power.

It sounds like you might need to contact your PUC as scooper said. Does this help at all?
