The following is what my wife found -
ok - the FCC "encourages" phone companies to hook everyone up but apparently there is no "law" to force them to. There are also programs out there to help folks get hooked up when the phone company says they're so far away that it's gonna cost a fortune and they're charging you for it (although those programs are only for low income folks) but again, that only helps if you're poor and the phone company wants you to pay for the miles of cable.
