It's not.
I swapped the boxes and the box that was not getting the channels, is still not getting them in another room, but at least we have all the HD we are paying for downstairs where we really want it.
I'm waiting for conformation from Comcast that I should get a new box.
It possible that your cable has a bad connector or a leg on your splitter is bad. Switch the cable at the splitter had see if the bad box starts working ok. -- Caddy
