I am definitely looking into cogeco as a provider.

A bit of a clear up in information, I am not looking to spend $300 and get a bad provider, I am looking for a quality fiber isp (up to $3000/month), I have been looking at a few and they discourage residential contact so I have not contacted them since the fiber optic lines I need would be one T3 or 10M line for my residence and another line for my business which is housed in a smaller building I own near U of T downtown, so right in the core of downtown really.

Most major bandwidth providers will probably be willing to run fibre to you at your cost.

Right,

at 3000$/month their won't be problems. You can use anyone and might even be able to get 100 Mbits port in the meantime.
