That's how it has always worked for me on Comcast. My Comcast service is tied to the MAC address of my PC so I have to clone that address in the router to get Comcast to accept it. I don't think it was a duplicate MAC address, I think that Comcast only wants to see one MAC address per account. Of course, you can always call them up and change the MAC address for your account, if needed.
The official rule is one cable modem MAC address and one CPE MAC address at any given time (unless you are paying for multiple public IP addresses). If you power cycle your modem with the new device attached, you should be able to connect any single device at a time to the modem. You should only need to call Comcast to register a new cable modem MAC address, not a CPE MAC address. I do not have a way to test a Comcast connection at the moment, but that procedure has been in effect for several years for most if not all US cable ISPs.

I only mentioned that perhaps there might be a change brewing because in the dark past, it was a fairly common cable ISP practice to prohibit the use of NAT routers unless you purchased the router from the ISP. I have see several recent reports that perhaps Comcast and RR were beginning to discriminate against user supplied routers again, but that is only unverified anecdotal evidence.
