[signup] Newbie C9 or F11

This game is aimed at having new participants learn the ropes with an open setup. We need either 7 or 9 players (for a C9 and F11 respectively) to start the game.

Either way if we start one up if we have enough or if we get more maybe do a 2nd one after the sticky is gone... I don't think it matters that much.
