Fixes & Iprovements

* Core: Incremental definition distribution optimization.
* Firewall: Fixed problem with incorrect order of drivers loading when using Firewall, setup, or update.
* Kernel: Fixed unnecessary error reporting on license verification when the AVI loader driver is in error state.
* Kernel: AVG configuration access optimized.
* Localization: AVG newly localized into Chinese.
