Upland has remained stable since the 60's because it is a bed room community unlike RC that has a large industrial base.
Even Fontana has grown since the steel plant closed down. Irvine on the hand has slowed down dramatically over the past dozen years. |

Roseville though has a pretty low cost of living and real estate is much lower -- You've got to stand for something, or you'll fall for anything. |
