Roseville though has a pretty low cost of living and real estate is much lower

Upland has remained stable since the 60's because it is a bed room community unlike RC that has a large industrial base.

Even Fontana has grown since the steel plant closed down. They are from July 1, 2007 to July 1, 2008. I know Irvine isn't growing that much anymore and the Phoenix area is dropping in population.
