Was going to suggest the same thing. Stuck of failing keyboard? Do they have another one they can try?

I'll take a shot in the dark. Could it be a stuck key on the keyboard?
When they press the esc key does it stop and finish booting up?
Yes, to the esc key workaround, I called them and asked them to check the each key. I'll find out tomorrow.

does it happen right before you login to windows? have had that happen on 2 or 3 different systems, never found a cause but a reload fixed it everytime.

Probably a software or driver issue.

My parent's have a Hewlett Packard laptop.
Their computer beeps on boot repeatedly until they press the esc (I believe) button.
I found this beep list »docs.hp.com/en/AB216-90001/ch04s03.html document, but it doesn't list repeated (non-stop) beeping. The web page lists up to seven beeps.
I listened on a phone call and it is a fast high pitched beeping (like you're listening to morse code) rather than the "beep beep beep" like you'd expect.
Any clue what this is? (yeah, I know, time for a new laptop)
Thanks!
