Depends on provider.

Viatalk, Future9, Callcentric Phonepower to name a few all allow you to bring you own ATA. (Phonepower does lock it as long as you have service with them.)

Packet8, voipo, and vonage require you use the supplied ATA.

Not sure about voicepulse.
