To add to what ajwees41 said, I haven't been keeping up on it, but I believe the only cablecard tuners are external USB, and are pretty strictly sold only as OEM with new PCs with Media Center. Shame the MPAA and the likes have such a stranglehold on new media technology; it's reminiscent of HDMI and HDCP requirements.
Most cable card tuners are USB but some OEM's have been shipping internal as well. I have an HVR2250 and get both QAM and analog with it with no trouble. I think Cox isn't always as giving as some other companies because we only get the local channels on QAM but even then, I don't get them all. I get the biggies but not all the PBS and independent local ones.

Your tuner doesn't accept a CableCard. -- "No matter how hard you push and no matter what the priority, you can't increase the speed of light."
